Like most bulbs, tulips are fairly easy to grow. Just plant them at the proper depth, water when necessary and wait till spring. To be sure you get good results, here are some pointers from Dutch Gardens' Leo Vandervlugt:
Plant your bulbs at the proper depth. In general, bulbs are planted in holes that are three times the height of the bulb. To be sure, check the package for recommended depth. Special note: If you're planting Perennial Tulip bulbs, plant them a little deeper than usual (8").
Choose a sunny spot that has six to eight hours of direct sun each day.
Make sure the soil drains freely. Tulips will not thrive in heavy or compacted soil.
Fertilize the bulbs at planting time with a slow-release, granular fertilizer, such as Performance Plus, which is especially formulated for bulbs. In subsequent years, fertilize in spring when foliage emerges. Just sprinkle the granules on the soil surface and scratch it into the top layer of soil.
If springtime rains are insufficient, provide water.
As soon as the flowers fade and the petals fall, remove the remains of the flower head, but leave stem and leaves. This is called deadheading.
Allow the leaves and stems to remain until they wither and turn brown. The nutrients in the leaves and stems will return to the bulb, ensuring another year of bloom.
